Jim started Filan LLC in 2010. He represents individual and corporate clients in federal white-collar matters, securities litigation, corporate and government investigations and complex civil and criminal tax controversies in both federal and state courts. Jim has been named a Super Lawyer in the area of White Collar Criminal Defense every year since 2015.

Prior to starting Filan LLC, Jim was a partner at a prominent New England law firm. Jim also served as a federal prosecutor for nine years in the United States Attorney’s Office for the District of Connecticut. Jim has extensive grand jury, trial and appellate experience, and while in the U.S. Attorney’s Office, Jim investigated and prosecuted a broad range of criminal matters, including:

  • White Collar Crimes including Bank, Mail, Wire and Securities Fraud

  • Domestic and International Terrorism

  • Internet and Information Security Crimes

  • Tax Crimes

  • Document Fraud

Jim was the Coordinator for Computer and Telecommunication Crimes and Computer Hacking and Intellectual Property Crimes for the Fairfield County Office of the United States Attorney’s Office, where he was involved in numerous national and international computer and Internet-related investigations and prosecutions.

Jim also has extensive experience in civil and criminal immigration and appellate law, having been lead counsel for the United States on many cutting-edge, constitutional issues in cases brought before the United States District Court in Connecticut and the United States Court of Appeals for the Second Circuit in New York.

Jim has tried numerous jury and court-side cases to verdict and has argued numerous appeals in the Connecticut Appellate Court, the Connecticut Supreme Court and the United States Court of Appeals for the Second Circuit in New York.

Jim graduated from Wittenberg University in Springfield, Ohio and worked as a construction superintendent and project manager while going to law school at night. He graduated from Quinnipiac University School of Law in 1992, where he was an IOLTA Scholar and Associate Editor of the Law Review. After graduation from law school, Jim served for one year as Law Clerk to the Honorable Sidney S. Landau of the Connecticut Appellate Court and for two years as Law Clerk to the Honorable T. F. Gilroy Daly of the United States District Court for the District of Connecticut.

Jim is admitted to practice before the courts of the State of Connecticut, the United States District Courts for the District of Connecticut, the Southern District of New York, the Eastern District of New York, the United States Court of Appeals for the Second Circuit and the United States Supreme Court.
